For summer work and travel  the age requirement is 18 through 30

To apply to our programs you will need to select a job, pay a registration and program fee, complete a job interview and apply for the visa at the US Embassy.  H2B applicants are exempt from paying any program fees.

Yes, the embassy treats each visa application as a separate application so you can still apply to our work programs even if  you are being filed for.
